Born in Sintra on December 24, 1938, Guilherme Câncio Martins graduated from the Escola Superior de Belas-Artes de Lisboa and later deepened his expertise with a scholarship from the Instituto de Alta Cultura, studying at the Institut d’Urbanisme de l’Université de Paris (1964–1967). Further academic pursuits include his participation in the Short Course in Urban Simulation and Analysis at the Polytechnic of Central London in 1973 and the Preparatory Seminar for the Portuguese Presidency 1992 at the Maastricht Training Centre in 1991.
Câncio Martins' professional career has been marked by significant roles in both national and international organizations. He was actively involved in entities such as the International Association of Road Congresses (IARC), the Union Internationale des Transports Publics (UITP), and the International Society of City and Regional Planners (ISOCARP). As a founding member of the Ordem dos Urbanistas and a participant in the Sociedade Portuguesa dos Urbanistas, he played a pivotal role in shaping urban planning discourse in Portugal.
From 1969 to 1975, he served as director of the Sindicato Nacional dos Arquitetos while also contributing to the Ordem dos Arquitetos Portugueses. His public service extended to the management of the Sines area office in 1975 and as a consultant for the Secretariado Técnico da Presidência do Conselho de Ministros. In academia, he worked as an assistant at the Escola Superior de Belas-Artes de Lisboa in 1971, fostering a connection between education and practice.
