Born in Cucujães, Portugal, on 24 July 1935, José Maria Lopes da Costa belongs to a generation of Portuguese architects whose work became deeply associated with the social and territorial transformations that followed the democratic revolution of 1974. Particularly connected to the Algarve region, his career has been marked by a strong commitment to socially engaged architecture and participatory urban processes, grounded in the conviction that architecture should primarily serve collective and civic needs.

He graduated in Architecture from the Escola Superior de Belas-Artes do Porto, where he received his academic training during a period of significant renewal in Portuguese architectural culture. In the early stages of his professional career, he worked in northern Portugal, collaborating and training with notable architects such as Arménio Losa, Rui Pimentel and Duarte Castelo Branco. These formative experiences contributed to the development of an architectural approach attentive both to technical rigor and to the social responsibilities of design practice.

Registered with the Ordem dos Arquitectos on 1971 as member no. 548, Lopes da Costa maintained more than five decades of professional activity closely linked to housing, urban development, and public intervention. His most significant contribution emerged in the aftermath of the Carnation Revolution, through his involvement in the SAAL (Serviço de Apoio Ambulatório Local) one of the most important participatory housing programs in contemporary Portuguese history.

Within the SAAL operations in Olhão, he played a fundamental role in the development of the Bairro 18 de Maio, an emblematic social housing project that became a reference for participatory architecture in Portugal. The project promoted the direct involvement of residents in the design and construction of their own homes, reflecting broader democratic aspirations concerning housing rights, collective organization, and civic participation during the revolutionary period.
