Graduating in Architecture from the Politecnico di Milano in 1969, José Charters Monteiro belongs to a generation of Portuguese architects whose work combined architectural practice, urban research, housing policy and civic intervention during the transformative decades following the end of the Estado Novo regime. During his years in Milan, he worked with the influential Italian architect Aldo Rossi, an experience that deeply shaped his understanding of architecture, urban form and the relationship between memory and the city. In collaboration with Pires Martins, he also translated Rossi’s influential text “The Image of the City” into Portuguese, contributing to the dissemination of contemporary architectural theory within Portugal.
Following the completion of his studies, Charters Monteiro worked with the Direção-Geral dos Edifícios e Monumentos Nacionais in 1970 and later collaborated with the architects Sebastião Formosinho Sanches and Maurício de Vasconcellos on urban planning and research initiatives. His professional trajectory became closely associated with questions of housing, territorial development and urban transformation during the politically and socially dynamic decades of the 1970s and 1980s.
Between 1974 and 1981, he integrated the Fundo de Fomento da Habitação, where he directed several important urban housing operations developed in the aftermath of the Carnation Revolution. Among these projects, the Bairro da Bela Vista, initiated in 1975 for workers of the Setenave shipyards, became one of the most significant examples of large-scale social housing and integrated urban planning in Portugal during the revolutionary period. In this project, this architect coordinated a multidisciplinary team of approximately thirty specialists, including sociologists, geographers and engineers, reflecting an interdisciplinary and socially oriented approach to urbanism and housing design.
Alongside his architectural and planning practice, he maintained a strong presence within Portuguese professional and cultural institutions. He served on the governing bodies of the Associação dos Arquitectos Portugueses and co-founded several associations dedicated to development, heritage, and civic participation. Between 2000 and 2003, he directed the architectural journal Arquitetura e Vida, contributing actively to contemporary architectural debate and criticism in Portugal. In 2009, he published the book “Arquitetura: Assim ou ao Contrário?”, further consolidating his role as both practitioner and architectural thinker. He also served as vice-president of the Centro Português de Design.
